Overview Of EPR Certificate
EPR Stands for Extended Producer Responsibility. It is a mandatory certification for all types of Importers / Producers / Brand owners and manufacturers who deal in plastic. The EPR registration is a responsibility imposed on producers/importers to properly dispose or recycle post-consumer E-waste as per the Plastic Waste Management Rules, 2016. EPR certificate for importer / producer / brand owners and manufacturers needs to get an EPR license and take away waste caused by them and the same will be reported to CPCB every year.
The government has launched a portal called CPCB (Central Pollution Control Board) where producers/importers/brand owners (PIBOs) and manufacturers can apply for EPR registration online. EPR License comes in Plastic waste management as per rules 2022, EPR Authorisation is mandatory for every Producer/importer/ Brand Owner (PIBO) to register on the CPCB Portal.
Classification of Plastic Under CPCB
Plastic Waste Management Rules, 2016 defines the Extended Producer Responsibility (EPR) as a producer's responsibility for the environmentally sound management of the product until the end of its life.
- Rigid Plastic Packaging
- Flexible Plastic Packaging of single layer or multilayer (more than one layer with different types of plastic)
- Plastic of Multi-Layered packaging (Minimum plastic of one layer and Minimum one layer of material other than plastic)
- Plastic sheets which is used for packaging along with carry bags made of compostable plastics.
Who Needs Plastic Waste EPR Certificate In India?
If you are involved in manufacturing / supply chain or using plastic packaging in any of these four categories as a Producer, Importer, or Brand Owner, you are required to register for an EPR license and adhere to its compliances. Importers generally use plastic packaging, such as plastic sheets and bubble wrap, to protect their imported products. For this reason, they fall under the purview of EPR. You need to complete the EPR registration online on the website of CPCB (Central Pollution Control Board).

Battery Waste Management Rules 2022 mandates CPCB to develop a centralised online portal for battery waste management. In this regard, CPCB has developed the EPR portal for the registration of producers under said Rules, which is available at www.EPRbatterycpcb.in. What Are The Documents Required For EPR Registration?

- KYC Documents of the entity like PAN, GST, CIN, etc.
- KYC Documents of Authorised Signatory of the company/entity i.e., PAN or Aadhar details.
- Business Premises Documents with a good Layout Map / Process Flow Diagrams
- State Board Clearance, from the respective state where the business is established.
- Images of raw material storage area, production area, plant, and machinery along with product dispatch area.
What Is The Time Period of EPR Registration?
If you are applying for EPR plastic waste it consists of two Phases of EPR registration which are given below:
- The first Phase is the registration phase on the portal of CPCB.
- The second Phase is applying for a Plastic waste certificate on the CPCB portal.
EPR Certificate Validity
As per the Plastic Waste Management Rules 2016 and further Amendment Rules available on the online portal, the Plastic Waste EPR Registration is valid for 5 year. As per the Plastic-Waste Management Rules 2022 and subsequent Amendment Rules, the Plastic-Waste certificate is granted for a period of 1 Year.
Once the plastic waste certificate has been renewed, it is valid for 5 years.
